HISTORIC AGREEMENT BETWEEN THE URUGUAYAN AIR FORCE (CRIDOVNI) AND THE AARO (USA) / My Participation as International Advisor to CRIDOVNI / By Carlos Ferguson

INTRODUCTION

The Uruguayan Commission for Receiving and Investigating UFO Reports (CRIDOVNI) and the All Domains Anomaly Resolution Office (AARO) (quote 1), under the United States Department of War, have reached a historic agreement for mutual cooperation to conduct studies and investigations regarding anomalous phenomena.

This took place within the framework of three daily meetings with technical workshops (July 27-29), where various experiences were exchanged with the Pentagon personnel present (5 members), the Uruguayan Air Force authorities, and the latter’s advisors in different fields.

During the meeting, participants discussed scientific methodologies for case analysis, the exchange of procedures for ruling out conventional phenomena, and the evaluation of future technological and logistical support tools that could optimize the Uruguayan Air Force’s investigative capabilities.

Furthermore, progress was made in positioning Uruguay as a possible host for a future South American regional workshop focused on standardizing data collection and analysis processes, promoting international cooperation, and strengthening aviation safety.

CRIDOVNI’S HISTORIC ACHIEVEMENT

CRIDOVNI is the only and oldest commission investigating anomalous phenomena in the Americas, and the most prestigious, along with GEIPAN of France (founded in 1979).

Its statistical and field studies are exemplary and comprehensively cover all types of reports of anomalous phenomena, without discriminating against or specifying any area.

No other official commission has such approaches and achievements, and it has been systematic in all its technical contributions.

Its members come from fields such as Meteorology, Philosophy, Astronomy, Geology, Psychiatry, Epidemiology, Computer Expertise, Engineering, Aviation, among others, as well as statistical analysis, research, and archiving.

AARO GROUP PRESENCE

Five members of the Pentagon-affiliated group were present. Its principal director is Dr. Jon T. Kosloski, who held technical and leadership positions in the Research Directorate of the National Security Agency (NSA).

He also holds a degree in Mathematics and Physics from California State University, San Bernardino, and a PhD in Electrical Engineering from Johns Hopkins University.

His doctoral research focused on the invention of innovative devices that leverage the principles of quantum optics to receive very weak phase-coded signals.

After completing the theoretical analysis of two new optical receiver designs, Dr. Kosloski collaborated with scientists from the National Institute of Standards and Technology (NIST) to demonstrate the ability of his designs to achieve record-breaking sensitivities.

Dr. Kosloski is also a graduate of the National Security Agency’s Cryptanalysis Development Program. The other members present specialize in various technical areas for data collection on anomalous phenomena.

THE MEETINGS

Over the three days, workshops and presentations were held, resulting in excellent exchanges of opinions and approaches to the phenomenon.

All of this took place with the excellent attention of the Uruguayan Air Force (FAU) personnel, both in the meeting rooms and at lunches.

Ferguson) It is important to highlight the work of the outgoing heads of CRIDOVNI, the impeccable work and achievements of Colonel (Ret.) Ariel Sánchez Ríos and Captain (Ret.) Marcos Temesio (who continue as advisors), and of Colonels Victor Molina (new head) and Enrique González (deputy director).

The Pentagon visitors were very interested in CRIDOVNI’s working methods and its history in addressing the issue.

PRESENTATION AS INTERNATIONAL ADVISOR FOR CRIDOVNI

I have two unforgettable honors in my life. First, serving as the first civilian advisor for the Argentine Air Force (2011 to 2017), and second, recently bestowed upon me by the members of Cridovni (Uruguayan Air Force) as their International Advisor in UFO research and statistics.

I was also representing the binational project “UFO SOUTHERN CROSS,” on the Argentine side, and the first fixed station for potentially detecting the phenomenon in Rancul (La Pampa), managed by Manuel Vetrone, who collaborated on all of this.

For this reason, I was able to present a 40-minute video in English with Spanish subtitles.

For the first time, AARO members attended a tour of emblematic cases from Argentina, and in particular, the statistical analyses to date on aspects of annual, monthly, hourly, and weekly activity, various characteristics, physiological effects of burns, paralysis, and vision loss, as well as electromagnetic, ground-related, etc. Also included were cases involving pilots and underwater aircraft, many of which closely resembled the Uruguayan cases.

In the conference, I was able to explain that among the anomalous cases in Uruguay and the most significant ones in Argentina, there are seven episodes with minimal time differences and coinciding trajectories between the two countries.

I also presented the most notorious cases of confusion in Argentina, including those generated by the press through sensationalism, and some instances of fraud involving alleged witnesses. In closing, I emphasized the need for contact with GEIPAN and Project Hessdalen.

And finally, I presented the paper “Incommensurability, Orthodoxy, and the Physics of High Strangeness: A 6-Layer Model for Anomalous Phenomena,” by Dr. Jacques F. Vallee and Eric W. Davis, which—in my opinion—holds the keys to studying the phenomenon.

The AARO members—at the end—asked some specific questions about all the material.

CLOSING AND SIGNING OF AGREEMENT

On the final day, the head of CRIDOVNI, Colonel Ariel Sánchez Ríos, and the head of AARO, Dr. Jon Koloski, signed the historic agreement, which places Uruguay at the forefront of research on the subject, and the region as a whole.

Awards were presented, and copies of the agreements were distributed in English and Spanish.

EPILOGUE

Without a doubt, this achievement will allow us to advance in many aspects of the study of this subject, especially with the equipment for possible detection, which we already began to implement between Argentina and Uruguay through the Southern Cross UFO Project – at the time – but which will now give impetus to more possibilities.

Uruguay takes a key step in this and, in a pioneering way, achieves this agreement and regionalization.

MY GRATITUDE

To Colonel Ariel Sánchez Ríos and Captain Marcos Temesio, with whom I have had contact for over three decades, since they participated in the congresses of the Argentine Network of Ufology (RAO), which we organized in Mar del Plata.

Special mention to Colonel Sánchez Ríos, who has carried out incredible work as head of CRIDOVNI, with significant achievements in research. His performance is impeccable, as is his character, like that of Marcos.

I express this with deep emotion, having been part of a historic chapter in the history of Ufology in the Southern Cone.

Carlos Ferguson

Author Carlos Ferguson works in the education sector in the Province of Buenos Aires, Argentina. He is also a professor of art and has dedicated himself to UFO research for 50 years, ever since, as a skeptic, he had a close encounter with a disc-shaped UFO at a distance of no more than 35 meters. He was the first civilian advisor on ufology for the Argentine Air Force (2011-2017). He has completed courses in satellite technology, remote sensing, and geographic information systems. He is the author of seven books and the largest compilation of UFO landing cases in Argentina, including classified events. He has also conducted studies on pilot and UFO cases in Argentina, as well as underwater objects, and more recently, on the physiological and electromagnetic effects on witnesses. Hundreds of talks and articles over nearly five decades demonstrate his work, which adheres to statistical parameters. He is currently focused on daily statistical work, but is now completely removed from the UFO community, maintaining only a few selective contacts.

AARO continues to collect and report incidents of Unidentified Aerial Phenomena (UAP) in the Department of Defense’s Special Use Airspace (SUA), as well as collect and report unidentified anomalous objects in space, air, water, and the media.

AARO aims to identify and reduce deficiencies in operational, intelligence, and counterintelligence capabilities and recommend policy changes, whether regulatory or statutory, to address those deficiencies.

The organization also aims to enhance communication among the armed forces and the intelligence community regarding unidentified aircraft and vessels that could threaten U.S. forces and military bases or spy on sensitive facilities.

The founding legislation empowers the office to review records dating back to 1945 to determine if there were UFO programs run by the federal government or contractors that may have withheld information from the White House or the United States Congress.
